DD2 is 30 inches and 24 lbs. She can fit in a size 3, and I recently found some and put them on her (like I'm gonna throw those away!). They looked kind of like a diaper thong! Anyway, she is in pampers so I don't know if that makes a difference. The size 4 are a way better fit on her, but she is bigger than your girl. I would buy a smaller package of the threes until she gets into the fours, or just buy the threes and use them up once you see that she is starting to look like a Victoria Secret model in them. I don't think it matters the weight as much as the activity and amount the diaper has to absorb, unless LO has a sumo belly, which yours doesn't sound like she does.
