I've used RLR before, I also have used Dawn detergent. Both work well to help 'reset' the diapers.
I use Tide powder as well. It works to get the diapers clean but I do see buildup. I've tried RNG Hard Rock but my diapers never seem to smell clean.

About a tablespoon I think. And then do a few rinse cycles after to make sure you get all the suds out. If there's any bubbles, keep rinsing.
I don't have any advice on the hard water, but I had to strip my diapers recently. I stumbled upon this website and it helped a lot!

I've never stripped, so I can't help you there, but I found this website the other day and its super helpful for cloth diapers.

I have hard water too, and I'm looking into calgon water softener. Right now I use Ecos detergent and after its gone I think I'll try tide powder on the recommendation of the website above.
