I went through this with my 2nd pregnancy. My HCG levels at 17dpo were only 179, and my doc told me to come in and see if it's viable or ectopic. It was too early to see anything, so I went in and demanded repeat betas to see if it was doubling appropriately. She gave me the doom and gloom, bad news convo, and showed me a chart saying what the levels should have been. It said 1-2 weeks=5-50, 2-3 weeks=50-500, 3-4weeks=500-5000, and 4-5 weeks 1000-10000. Here's the problem though. She thought that all meant 1-2 weeks pregnant, and REALLY it meant 1-2 weeks past ovulation, so 3-4 weeks pregnant, and so on. So really, I fell in the 2-3 weeks range and was FINE. Your number, for a chart like that is perfectly fine (even a little high!) and the only reason I can think of for your doc to say it's too low is if he, too, is reading some chart wrong.
