I know the feeling. I had a really noisy neighbour for a long time. She also used to call us sometimes at like 11:00pm to *** about non-urgent things (my husband is the condo vice-president). Seriously, use some common sense - we have a baby - e-mail us, don't call!
She moved out and now we have quiet, mature neighbours which is awesome. I hope the same will happen for you. <<hugs>>
