Infant insert & stroller?

Is it safe to use an infant insert inside a regular stroller?

I am struggling to find a stroller I can use and I dont want to buy a travel system since I already have the car seat.

Yep, they are just fine for a stroller but can not be used in a carseat.

I used a JJ Cole Infant Body Pillow with our City Mini stroller until DS could sit upright. He looked pretty cozy in there!
